FERPA

The Family Education Rights and Privacy Act (FERPA) established the right of students to inspect and review their education records; provides that personally identifiable information will not, with certain exception, be disclosed without the student’s written permission; provides for guidelines for the correction of inaccurate or misleading data through informal or formal hearings; grants students the right to file complaints with the Family Educational Rights and Privacy Act Office concerning alleged failures of the College to comply; and makes provisions for notice to the students concerning their rights.

Students may be subject to criminal and civil penalties if they engage in the illegal distribution of copyrighted materials. Black Hawk College monitors network activity and utilizes network traffic shaping for stopping illegal file sharing and copyright use. For further information refer to the Student Handbook.

Student Complaints

A student who has a complaint should work with the individual who the complaint is against. If that person is not available or the student is uncomfortable working with that individual, the student should discuss the complaint with a BHC employee who can direct the student to the proper individual. The student may also contact a Director, Dean, Vice President, Executive Director or the Title IX Coordinator for assistance. A student wishing to file a complaint without speaking to a person may do so by completing the Black Hawk College website contact form. If the specific concern has not been resolved in an expeditious and fair manner at BHC, the student may file a complaint with the Illinois Community College Board or out-of-state online students may also file a complaint in the state which he or she resides.

Keep in mind that Black Hawk College is registered with the Iowa College Student Aid (ICA) as long as a timely renewal application has been received and submitted to ICA before the authorization term ends. ICA continues to authorize institutions until they have a chance to review the renewal applications.

Smoke-Free Campus

As of July 1, 2015, Black Hawk College is a Smoke-Free and Tobacco-Free Environment.

This is in response to Senate Bill 2202, the Smoke-Free Campus Act.

This legislation prohibits smoking on the campuses of all state-supported colleges and universities.

For the purposes of this policy, tobacco is defined to include any lighted or unlighted cigarette (clove, bidis, kreteks), cigars, cigarillos, pipes, hookah products, and any other smoking product. This also includes smokeless, spit or spit-less, dissolvable, or inhaled tobacco products, including but not limited to: dip, chew, snuff or snus, in any form (orbs, sticks, pellet, etc.).

Nicotine products not approved by the Food and Drug Administration (FDA) as a smoking cessation product, such as e-cigarettes, are also prohibited. Nicotine products approved by the Food and Drug Administration (FDA) as a smoking cessation product, such as nicotine gum and patches, are allowable.

“Smoking” definition

  • Lighting or burning any type of matter or substance that contains tobacco, including but not limited to cigarettes, cigars, cigarillos, pipes, beedies, kreteks, water pipes, bongs, and hookahs.
  • Lighting or burning of non-tobacco plants or marijuana.
  • Using electronic cigarettes or vaping.

“Tobacco products” definition

All forms of tobacco, including but not limited to cigarettes, cigars, cigarillos, pipes, beedies, kreteks, water pipes, bongs, and hookahs, electronic cigarettes, smokeless tobacco, snuf, chewing tobacco and any non-FDA approved nicotine delivery device or product.

Professional Licensure Information

Black Hawk College academic programs are designed to prepare students to apply for licensure or certification in Illinois. Completion of a Black Hawk College program may not meet educational requirements for licensure or certification in a state other than Illinois.

Black Hawk College makes every effort to ensure information about educational requirements for licensure or certification is current; however, state requirements may change. Separate from educational requirements, state licensure boards may require applicants to complete professional examinations, background checks, years of professional experience, residence requirements, jurisprudence exams, training, etc. If you are planning to pursue professional licensure or certification in a state other than Illinois, it is strongly recommended that you contact the appropriate licensing entity in that state to seek information and guidance regarding licensure or certification requirements before beginning an academic program.
